Scott Allen, LS

Managing Partner / Director of Surveying & Mapping

Scott is a founding partner and senior principal at AES Northeast (founded 1999). Prior to forming AES Northeast, he co-founded Design Engineering & Land Surveying in 1988.  From 1978 to 1988 he served with the New York State Department of Transportation and at two other engineering/surveying companies. He has over 40 years of experience in the fields of surveying, mapping, land use planning and permitting. He serves as the Principal-In-Charge for most of the firm’s planning, surveying, subdivision, and GPS projects.


Scott is responsible for planning and zoning issues for many of the new land use projects designed by the firm. His involvement with many large scale projects involving land use planning and zoning issues has led him to become a recognized resource for administering the State Environmental Quality Review (SEQR) process for major projects. He is also a resource for legal cases involving complicated boundary line disputes.  To meet the varied needs of projects, Scott constantly works with consultants including Planners, Environmental Scientists, Landscape Architects, and Archeologists.  As a land surveyor and land use planner, Scott has been involved with the mapping, design, and permitting of many major projects throughout the North Country, including the subdivision of the former Plattsburgh Air Force Base, expansions of the Clinton County Air Industrial Park, Banker Road Industrial Park, and the Clinton Community College Institute of Advanced Manufacturing.  He has also served for many years as an officer on the Executive Board of the New York State Association of Professional Land Surveyors.  Scott also enjoys overnight canoeing trips on many ponds, lakes, and flows throughout the Adirondacks.
